For 3 phase system if the phases are connected in "Star (Y)" configuration then the Star point is neutral point and any phase with neutral gives you the single phase supply.
In case of single phase supply the neutral is required to complete the circuit and you can not complete the circuit with open neutral. Whereas in case of three phase it is not required to complete the circuit therefore open neutral is not applicable.
